“Shovel Ready” and “community supported” are the buzzwords repeated ad nauseam by State and Federal Governments when calling for projects to be funded via a range of grant funding.
It means the project must be ready for immediate start and early completion – so that the grantee Government can get the reflected glory before, say, an election. Anyway, that’s fair enough and it is with this in mind that Cabonne Council has authorised preparation of and wide public consultation on a detailed brief and plans for a new Community Centre in Molong.
Long overdue, Molong has one of the shabbiest community halls in the Shire, current facilities are inadequate for larger events such as weddings, functions and meetings.
Council is awaiting the outcome of its application in Round 2 of the Regional Cultural Fund for a new library and learning centre in Molong on land situated on the site of the current Mitchell Room and adjoining council land in Bank Street.
Following an onsite inspection by councillors and staff of the existing Mitchell Room and Molong Community Hall, it has been decided that concept designs be prepared in relation to the possible replacement, not only of the Mitchell Room, but also the community hall with a more modern multi-purpose community centre incorporating the library and learning centre proposals.
The drawing up of plans of a suggested design will enable cost options to be obtained with a view to entering into community consultation whether to proceed with such a proposal. Such consultation would be required under the “Capital Expenditure Guidelines” of the Local Government Act.
These guidelines require extensive community consultation and enable the financial impact of the project to be quantified, identified and controlled. It is estimated that preparation of detailed plans would cost in the vicinity of $25,000.
